Validate `dag_run_conf` in backfill dry-run requests when it is provided through the API.
This keeps dry-run validation consistent with backfill creation, so invalid DAG run configuration is rejected before a backfill is created.
The current UI behavior is unchanged; this validates `dag_run_conf` when it is provided to the dry-run API.
Tests added for:
- model-level dry-run validation
- public API `/backfills/dry_run` 422 response for invalid `dag_run_conf`

You can attempt to backport this manually by running:
