[ALL] staging and production website commit mails now got to notifications@

It looks as though the notifications@commons.a.o mailing list is
finally being used for:

buildbot commits
website publication

This should reduce the noise on the commits@ mailing list considerably.

Website source file commit mails are not affected; they are sent to
commits@ as for any other source file change.

The notifications mail list is available at

http://mail-archives.apache.org/mod_mbox/commons-notifications/

[Or of course one can subscribe!]

Note: I don't see any point in registering it with external mail archives.
The commits are only related to the CMS/svnpubsub web publication process.
