Proposal for new Clojure NDArray/Symbol APIs

Hi folks,

Today's basic Clojure APIs for NDArray and Symbol are generated
automatically while relying on reflection. This presents some problems
to new (Clojure) developers who want to get started on using the MXNet
framework. I put together a proposal [1] that identifies the core
issues, describes the ideal scenario and provides some options on how
to proceed. It'll be great to get feedback on the proposal from the
community.
