[Bug 6654] Make sa-update and its infrastructure usable over IPv6

This looks like done, just committing some refinements:

Bug 6654 detail:
  increase timeouts, ignore empty file for IMS, drop --wait with lwp'
Sending sa-update.raw
Committed revision 1329869.


The spamassassin.apache.org now apparently has an IPv6 address:

  $ host spamassassin.apache.org
  spamassassin.apache.org has address 192.87.106.229
  spamassassin.apache.org has address 140.211.11.131
  spamassassin.apache.org has IPv6 address 2001:610:1:80bc:192:87:106:229

and sa-update now works on an IPv6 host, even for fetching MIRRORED.BY.
Tried it with all four methods (curl, wget, fetch, lwp).
