ANNOUNCE: "newbie" bugs for new Impala contributors

If you are a new Impala contributor and you would like to start fixing
bugs, you can now look for bugs labelled "newbie" on the issue
tracker. Those bugs are suitable for first-time contributors.

For the moment, you can find those bugs at

though we will be moving to issues.apache.org soon.
