what are the mertrics used to determine fast consumer

Hi,

the store-based cursor doc says "if consumer is fast then broker sends
messages directly to dispatch queue instead of a pending cursor".  what are
the metrics used to determine if consumer is fast?  i supposed
enqueue/dequeue count would be one of them, or the size of pending cursor? 
are there others?

appreciate any feedback.  thanks.
