Still seeing test failures here, for example: http://jenkins.thetaphi.de/job/Lucene-Solr-6.x-Windows/181/consoleFull

It looks as though the collection watcher is being fired even though the state hasn't actually changed.  Will add some more debugging to try and work out why.
