Cimfig Problems on Win xp pro

I am running win32 (xp pro) with j2sdk1.4.2_02.
 
When I run run.bat, i get the following output:

Phoenix 4.0.1
 
James 2.1.3

"pop3server" failed to pass through the Initialization stage. (Reason: java.net.
BindException: Address already in use: JVM_Bind).
 
....and a whole bunch of exceptions....
 
Can you tell me what this means and give me a suggestion or 2 to fix it.  I 
presume it is a config issue and one small fix will be 
all that is required.
