[I] [MINSTALL-179] installAtEnd when module does not use m-install-p [maven-install-plugin]

   In multimodule project when one of modules doesn't use m-instal-p, installing at the and not occurs.
   
   Also when we have bind m-instal-p to phase `none` plugin is not used and brak installation at the end.
