   GET /servers?dsId=X does not include ORG-type servers assigned to the Delivery Service for Topology-based Delivery Services

   To support MSO on topology and non-topology delivery services, direct ORG server assignments need to be supported in both cases. This means that GET /servers?dsId=X (where X has a topology) must return 2 things:
   
   * All Servers in the Topology for the CDN of the Delivery Service
   * Any direct ORG servers assigned directly to the Delivery Service
   Topology-based Delivery Services
