Gavin closed INFRA-3731.

     Resolution: Fixed

Done.

Only one group can be excluded from textchas , so I added AdminGroup to the ContributorsGroup and the ContributorsGroup (including admins therefore) are now exempt from textchas anywhere.

Any users not in either group; and new sign ups still see textchas, which is the way we want it..
