Although `JobSubmissionDirectory` is in `reef-runtime-yarn` project folder, it is used in Yarn/HDInsight modules. So, `JobSubmissionDirectory` is under the package o.a.r.d.parameters.

According to its package name, it is more natural that `JobSubmissionDirectory` is moved like the following.

* As-Is: reef-runtime-yarn/src/main/java/org/apache/reef/runtime/yarn/driver/parameters
* To-Be: reef-common/src/main/java/org/apache/reef/driver/parameters
