A new CDCR architecture is discussed in SIP-13 https://cwiki.apache.org/confluence/display/SOLR/SIP-13:+Cross+Data+Center+Replication and being worked on in the sandbox repo https://github.com/apache/solr-sandbox/tree/crossdc-wip

You should check with Anshum and Mark for details.
