The core of the breakage is that the last char of 
the filename was lost (ssi page asked for common/header.html
but Apache tried to open common/header.htm instead).

This is the same as PR 14147, 10687, 10236 and is already
fixed.  The fix was after 2.0.43 so wait for 2.0.44.
