Concerning code changes to Tomcat 3.3

My misunderstanding concerning -1 being vetos led me to be overly
restrictive about
code changes prior to final release.  Code changes that impact behavior with
respect
to the Servlet 2.2/JSP 1.1 spec, or non-trivial code changes should not
occur.  But
minor code changes to fix bugs should still be allowed.  I will note any
such changes in the
RELEASE-PLAN-3.3 document.  Bug 4114 in particular needed fixing.
