   Most of the changes are intended to be editorial changes (renaming files to adhere to conventions, normalizing texts, normalizing headers, putting licenses under keys under nbbuild/licenses etc.)
   
   Notable exceptions:
   -removing line length limit in licenses (does not seem to be critical at this phase)
   -putting CDDL into dlight.nativeexecution/external/exechlp-1.0-license.txt instead of Apache license. The binaries were (as far as I can tell) created from the original CDDL-GPLv2+CPE sources, so seems cleaner to use that for the binary.
   -dropped MPL from db.dataview/external/h2-1.4.196-license.txt b/db.dataview/external/h2-1.4.196-license.txt. EPL remains; it is easier to have a single license.
