[CANCEL] [VOTE] Graduate Apache Eagle (incubating)
Sorry, I missed the step of [DISCUSS] thread in @general list first. Cancel
it and will start [DISCUSS] thread soon.

Please start the process ASAP so that these graduations don't come into the
board too late in the cycle.
