moving proxy connectors up and down doesn't necessarily work
-------------------------------------------------------------

                 Key: MRM-634
                 URL: http://jira.codehaus.org/browse/MRM-634
             Project: Archiva
          Issue Type: Bug
          Components: web application
    Affects Versions: 1.0
            Reporter: Brett Porter
            Priority: Minor

I moved one at the bottom up, and it jumped to second position.

Additionally, the up button should be disabled on the first one (and down on the last)
