Move to new Apache Maven 1 repo (repo/m1-snapshot-repository

The Maven 1 and Maven 2 snapshot repositories are being moved, again. We'll need to update our maven configurations, build scripts, rsync cron jobs etc. to reflect these infrastructure changes.
In addition, we should provide documentation for users on how to build our 1.0 and 1.1 sources.
Here are the new repo's on Apache:
/www/people.apache.org/repo/m1-snapshot-repository
/www/people.apache.org/repo/m2-snapshot-repository
/www/people.apache.org/repo/m1-ibiblio-rsync-repository
/www/people.apache.org/repo/m2-ibiblio-rsync-repository
As I understand it, the old repo locations are symbolically linked to the new repo locations. The symbolic link will be removed in a month or so.

Updated etc/project.properties to use the new apache maven repo url.
Also noticed that we were still pointing to a private maven repo. We no longer need anything from that repo. So, I deleted...
