Mahout 0.8 Release Candidate

A _preview_ of release artifacts for 0.8 are at https://repository.apache.org/content/repositories/orgapachemahout-113/org/apache/mahout/.  This is not an official release.  I will call a vote in a day or two, pending feedback on this thread, so please review/test.
