Below code does not yield the desired result.
When External policy references are added and serialized it is not there.

        ConfigurationContext ctx = ConfigurationContextFactory.
                            createConfigurationContextFromFileSystem("sample01", null);
        AxisConfiguration config = ctx.getAxisConfiguration();
        AxisService service = config.getService("sample01");

        String uri = "http://localhost:8080/policy.xml";
        PolicyReference ref = new PolicyReference();
        ref.setURI(uri);
        service.getPolicySubject().attachPolicyReference(ref);
        AxisService2WSDL11 atow = new AxisService2WSDL11(service);
        System.out.println(atow.generateOM());
