Cordova Plugin File PR Review

Hello,

I have a PR for a fix to the cordova-plugin-file that I would like to get
reviewed/merged. This fixes a pretty major problem we were seeing where
createFile and writeFile callbacks were not being called and no data being
written on occasion.
