Thanks [~suma.shivaprasad] for the patch.

Few comments

1. {{//map of queueName-> partition->{leaf queue's state}} seems not clean to me. (GuaranteedOrZeroCapacityOverTimePolicy). We should ideally derive queues from partition.

2. {{//Map of LeafQueue->QueueCapacities - keep adding the computed}} We already have QueueCapacities per queue. So do we need such a mapping ?
