[sieve] Packaging Sieve Mailet

the sieve mailet is now part of the multi-module sieve product. ATM it
is still packaged in org.apache.james.transport.mailets.sieve.

do we want to change this? to org.apache.jsieve.mailet? or something else?

org.apache.jsieve.mailet make sense, to me.
