   In this commit, two tests have been stabilized.
   These tests are TestWorkflowTimeout and TestTaskRebalancer.
   These tests are unstable because they are relying on Thread.Sleep()

   The failed tests have passed when I ran them individually.

     1. Subject uses the imperative mood ("add", not "adding")
     1. Body wraps at 72 characters
     1. Body explains "what" and "why", not "how"
