   服务svcA订阅svcB， 且svcA之前不存在到svcB的依赖关系，由于sc对依赖关系的处理在客户端视角是异步的（依赖请求写入etcd“队列”，sc收到etcd请求新增推送，然后维护依赖关系），一般订阅时，在依赖关系添加后，就会创建websocket准备接受消息变化。如果svcB在websocket建立之后，依赖关系维护完成之前发生事件，则事件会丢失。
   上述场景在生产环境遇到， 不知道社区是怎么考虑这个问题的，提出来讨论一下。
