Could you try to disable Ivy sending HTTP HEAD requests?
To accomplish this, specify httpRequestMethod='GET' in your ivysettings.xml, cfr http://ant.apache.org/ivy/history/latest-milestone/settings/settings.html

If that doesn't work, could you attach the debug logging when running (without commons-httpclient) in Ant (ant -d). (check the logfile before attaching it, it could contain usernames/passwords!)
