filter configuration of jira-report results in improperly-formatted URLs

I tried directing the changes plugin at the MNG project, and filtering on "fixfor=13010" (the 2.0.6 released version of Maven). It tries to retrieve the report from:

http://jira.codehaus.org/secure/IssueNavigator.jspa?view=rss&pid=10500fixfor=13010&tempMax=100&reset=true&decorator=none

If I change the filter configuration to "&amp;fixfor=13010", it does the exact same thing.
