The current 2.0.3 pluto bundle comes bundled with a tomcat 7.0.
In this tomcat version, the role to access the manager application is not "manager" but "manager-gui".
But in the tomcat-users.xml, the role is still "manager"
Also, in the docs, http://portals.apache.org/pluto/v20/getting-started.html, the tomcat-users.xml also contains the manager role with no hint that it is different for other tomcat versions.
The workaround is to give the manager-gui role to the tomcat and pluto users in the tomcat-users.xml
