Agreed. I can see this being done at two different ambition levels:

1) A configurable list of statically instantiated filter indices, where other bundles can contribute implementations, but implementations are only initialised at startup (when the first bundle starts using DM like now).
2) Using a fully dynamic approach, where you can re-define indices on the fly. That means at any point in time can you contribute new indices and implementations.

Have you already given this some thought and/or what are your requirements for this?
