Jira activity stream rss links don't produce rss, it looks like they dump an html fragment.
https://issues.apache.org/jira/browse/INFRA -> click on the rss icon above 'Activity Stream' which takes you to https://issues.apache.org/jira/plugins/servlet/streams?key=INFRA&os_authType=basic which is not rss.
