JIRA cleanup

Howdy,

For almost all JIRA components in the main Maven project that were for
components have been removed and a new JIRA project for that specific
plugin has been created.

I took the liberty of deleting some dupes, or issues that have been
fixed that were so trivial that I saw no problem removing. Check the
lead developer assignments as I more than likely made a few mistakes.

The plugins left are:

jar
java
plugin
test
war
xdoc

These I will start on tomorrow but I'll take any help I can get. After
that I will go through the issues that haven't been assigned components
to funnel plugin specific ones to their respective projects.

I think the Torque folks are managing their own stuff now but I posted a
message to check before I nuke the issues.

Ben, if you could move the fetch/proxy stuff to different projects that
would be appreciated.

Hopefully in a day or two it will be perfectly clear what issues
actually belong to the core.
