Description:
Hi,

ATM if I use maven.remote.repo.enabled = false, then Maven does not check (at all) to see if I have the correct jars in my local repository. 

What would be much better is that Maven continue to check but simply does not download them from the remote repository. It still needs to perform the check and stop the build in case of missing jars.
