   # Summary
   
   Since contributors often run into the problem of signing their commits, we have added helpful information inside CONTRIBUTING.md to inform new contributors about this requirement. Included are links to setting up signed commits, along with early information about codestyle and naming.
   
   Additionally, we added a Github workflow that comments automatically on PRs without signed commits.
   
   # Details
   - added script and github action for new contributors signing commits
   - added CONTRIBUTOR.md for code styles and signing information to match upstream Fineract
