   Ubuntu

   5.4.0
   
   ### JDK Version
   
   1.8.0
   
   ### Describe the Bug
   
   Plain request process success and response fail when tlsMode=enforcing, the msg send can be seen in consumer or admin client.
   
   ### Steps to Reproduce
   
   1. set tlsMode=enforcing in broker, nameserver keep using permissive or disabled.
   2. client set useTLS=false and send message.
   3. query msg by topic.
   
   ### What Did You Expect to See?
   
   the message num in topic not increase.
   
   ### What Did You See Instead?
   
   the message num in topic increase.
   
   ### Additional Context
