Make client-side validation pop-up bubble visible for a configurable amount of time

When tabbing away from an HTML form field that has an invalid value, the client-side validation system pops up a red-on-black (by default) bubble error window describing the invalidity.  However, that bubble is only visible for about one second, perhaps less.  It would be great if that visible time could be made configurable via Tapestry application default or symbol.

There is now a "constant" you can override to accomplish this; see tapestry.js.  A more formal solution will come in 5.1.
