Hello,
If you include an UTF-8 font into your PDF you may have Arabic characters.

Sort out BIDI and shaping issues as well as the rl mirroring for
indentation while generating the FO document. Not really fun, and
definitely not easy in XSLT.

ah yeah, you really have already generate and display correct arabic pdf 
files ? With shaping and not inverted words ?
How did you do ?

Fop is not implementing that yet, but there are ways to make it render
correctly writen arabic.
