My portlet not list in customize pane

I installe tomcat 4.18 and jetspeed 1.4b4 and I configured envirenment to
use JSP (to put extension to JSP in TR.p and to modify the call with
navigation JSP in JR.p: top_default/left/bottom with JSP). I also
copied a portlet jsp in the folder portlets/html and recorded in
local-portlets.p, but when I launch the customize pane, I voice not
my portlet in posted list. I sought among the portlets listes in
this, I found class and xxx_jsp.java for this potlet but nothing for my 
portlet. 
More than one week that I fights to solve this problem without result. Can you 
say to me what it should
be done and if it a bug what I must corrected.
