Currently on a c2-issued flow configuration update we process the url to determine the flow id. This flow url is expected to conform to the format "buckets/\{bucketId}/flows/\{flowId}" (based on the nifi registry url). Some c2-servers might not use the nifi registry and otherwise provide the flows. Allow flow id extraction even without a "bucket-part" present in the url.
