   @joel-bernstein are there new tests for the new capabilities? I didn't see any test changes. Its good this doesn't break anything existing, but wasn't this to enable new feature of joins?

   @risdenk, no new features yet. The SolrLogicalJoinRule has not been added so the JoinImplementor in this PR is never invoked. It was included just to show how new Implementors would fit the design. So this PR is a pure refactoring to support Joins in follow-on tickets.
