[I] Provide a proper fix for optaplanner's operator generate-code-tests goal [incubator-kie-issues]

   For the Apache 10 release we had to disable the `generate-code-tests` goal for the optaplanner-operator in the [optaplanner repository](https://github.com/apache/incubator-kie-optaplanner/blob/10.0.x/optaplanner-operator/pom.xml#L119) because it was causing errors when we were running the release job.
   
   `[ERROR] Failed to execute goal io.quarkus:quarkus-maven-plugin:3.8.4:generate-code-tests (default) on project optaplanner-operator: Quarkus code generation phase has failed: Failed to bootstrap application in TEST mode: Failed to read descriptor of org.optaplanner:optaplanner-operator:jar:10.0.0: Failed to read artifact descriptor for org.optaplanner:optaplanner-operator:jar:10.0.0: The following artifacts could not be resolved: org.optaplanner:optaplanner-operator:pom:10.0.0 (absent): Could not transfer artifact org.optaplanner:optaplanner-operator:pom:10.0.0 from/to apache-staging-repository (https://repository.apache.org/service/local/staging/deploy/maven2): status code: 401, reason phrase: Unauthorized (401) -> [Help 1]`
   
   It looks like when quarkus is generating the code for the tests, the operator is not built yet, causing the error.
   
   We need to find a proper fix for this issue.
