[VOTE] Incubator PMC to approve Synapse M2 release

Hi

The Synapse community has voted

to release a Synapse Milestone (M2) release.

This release implements the updated configuration language:
http://wiki.apache.org/incubator/Synapse/SynapseConfigurationLanguage

Instructions on using the M2 release are available in the README files
included in the ZIP, and
and also in the wiki:
http://wiki.apache.org/incubator/Synapse/SynapseUserGuide


We would like to request the permission of the Incubator PMC to release.
I believe we have followed this
http://incubator.apache.org/incubation/Incubation_Policy.html#Releases

The vote passed with 6 committer +1's, no -1s.

    * Specification-Vendor: Apache Software Foundation
    * Specification-Version: M2
    * Implementation-Title: Apache Synapse
    * Implementation-Vendor-Id: org.apache
    * Implementation-Vendor: Apache Software Foundation
    * Implementation-Version: M2

i'm now +1

however, i did miss last time that you have licenses for the libraries
distributed in a subdirectory. in general, i like this (but i tend to keep
them with the libraries) but there are some good reasons why a single
license file is recommended for apache releases (
http://www.apache.org/dev/release.html#distributing-code-under-several-licenses).

1) Added a NOTICE.txt and LICENSE.txt in the binary and src distributions.
2) Added NOTICE and LICENSE to the meta-inf of the JAR
3) Put full info in the MANIFEST.MF

5) Renamed the src directory to synapse-src
