Rajani Karuturi resolved CLOUDSTACK-6553.

Resolution: Fixed
the test case is actually testing the failure scenario with id= "invalid id"
This error message is a success case for it.
This feature is working when i tested it manually.
Please run again and reopen with nosetest logs if it fails.
