[I] [Bug] Composite service shutdown leaves resources active after one target fails [rocketmq]

Loyal-Young opened a new issue, #11270:
URL: https://github.com/apache/rocketmq/issues/11270

   ### Before Creating the Bug Report

   - [x] I inspected the current develop code and searched related issues/open pull requests.

   ### Summary

AbstractStartAndShutdown.shutdown/preShutdown abort at the first target exception, leaving earlier registered resources active. This affects composite service cleanup even though reverse-order shutdown is intended.

   ### Steps to Reproduce

Register three targets, make the last and first throw, and verify the middle target is still cleaned up and both failures are reported.

   ### Expected Behavior

Continue invoking every target in reverse registration order and rethrow the first failure with subsequent distinct failures suppressed. Startup behavior is unchanged.

   ### Environment / Additional Context

   - Reproduced against develop commit `78b96bc5e21216cd7896efae08f90c5cde4cae53`.
   - Regression test: `AbstractStartAndShutdownFailureTest`.
   - The regression fails before the fix and passes afterward on JDK 8.
   - Proposed change is limited to the existing implementation; no protocol or new API is introduced.
