Reproducible with server installation of "AOO 4.1.0-Beta – French UI / German
locale - [AOO410m14(Build:9760) - Rev. 1573601 2014-03-03 17:47:48]" on
German WIN7 Home Premium (64bit)", own separate user profile.
Works fine with same version, Polish UI, where Icon also shows a "G" for
"Pogrubione"

BTW, Help is wrong, see "Raccourcis clavier généraux de OpenOffice Beta":
"Ctrl+B: L'attribut Gras est appliqué à la zone sélectionnée (également pour le
mot sur lequel le curseur est placé)."
For the sake of completeness: of course also the tooltip for that icon in
sidebar is affected.

The string is neither hard coded nor in pootle. It is constructed at runtime
from a base string (which is in pootle) and the currently assigned key binding.
Maybe the keybinding is wrong?
