Currently entry point for documentation and/or help is two mains files: user-manual and developer-manual, so the easy way to have multi language documentation is to have these files available for other languages.

Currently, help uri is given by a general property "userDocUri", one idea is to dedicate a property file (which could be internationalize), so reading the property with the user local give the correct entry point.
