The maven.xdoc.theme.url property is supposed to be an absolute URL (we'll have to document that better). The patch that you included would break the links for URLs that are absolute.  If you want to use your own local style file, just put it as project.css into ${maven.docs.src}/style/. 

We'll close this as soon as the documentation is updated.
