Site was broke last time I gen'd and published it.

Breakage comes of my use of mvn3 rather than mvn2 generating the site and a few small changes that crept into pom over time.

This patch pulls config for the site-plugin up into the plugins section where it will be noticed and removes mention of the plugin from reporting where config was ignored (mvn3).  We were not picking up our custom template so we got $banner.name on RHS.

Updated some of the plugins to go w/ mvn3; site, findbugs, javadoc.

Javadoc report was taking too long; added exclusion of generated classes.  That helps.

Rat report is not made unless you do release.

In fact all reports were broke -- no license, etc. -- fixed by upgrading site and reports plugin.

Added tweak on the css to get rid of some white space.
