TestRaftSnapshotWithSimulatedRpc.testRestartPeer and some other tests are failing.

Caused by: java.lang.IllegalStateException
	at org.apache.ratis.util.Preconditions.assertTrue(Preconditions.java:33)
	at org.apache.ratis.server.impl.ConfigurationManager.addConfiguration(ConfigurationManager.java:47)
	at org.apache.ratis.server.impl.ServerState.setRaftConf(ServerState.java:351)

ConfigurationManager may already have added a conf from the conf metadata file.  Then, it fails when adding it again from the log.
