MeecroWave-3.1.0 post release steps

Hi folks!

We've prepared the dist area. 
I'll gonna write a blog post entry for OWB and then we'll need to update the site.
Romain, can you take over the site part?

After that we can ship the ANN mail.

Anything missing?
